When utilizing handcuffs or any restraining device a Security Officer must be clear in their understanding of when and why a security officer can apply them. There is a fine line between detaining someone and kidnapping someone. As we always say. “Don’t let yourself be put into the same car as the criminal”. Understand the law and follow it.
